The Countries Winning at AI in Finance Are the Ones That Regulated It Properly

The dominant narrative in technology policy has long positioned regulation as a drag on AI progress. The more rules, the slower the deployment, the greater the competitive disadvantage. The fifth edition of the Global AI Competitiveness Index, published by Deep Knowledge Group with the Financial Services Development Council serving as Observer, presents evidence that this framing is wrong, at least in financial services, and arguably wrong in a way that has been shaping policy decisions in the wrong direction.

The report's central analytical finding on governance is this: regulatory clarity shortens time-to-deployment. Jurisdictions with clearer supervisory expectations, more coherent AI governance frameworks, and better-defined standards for model accountability are moving faster on production-grade AI adoption in finance, not slower. Governance, in the index's framework, has become a competitive accelerator.

 Why Uncertainty Is More Expensive Than Regulation

The mechanism is straightforward once stated. Financial institutions deploying AI into regulated workflows, credit decisions, surveillance systems, and compliance automation need to know what standard they are building toward. When that standard is unclear, institutions face a choice between deploying speculatively, accepting the risk of subsequent regulatory challenge, or waiting until the regulatory picture resolves. Most large institutions, with reputational and legal exposure to manage, choose to wait.

Jurisdictions that have resolved that uncertainty and published clear expectations on model auditability, explainability, and operational resilience have removed the primary structural barrier to scaling AI adoption within their financial sectors. Institutions in those markets can build toward a known target. The deployment timelines have compressed not because regulation has been weakened, but because the ambiguity that was causing paralysis has been removed.

The UK and Switzerland, which rank third and fourth in the overall country index, illustrate this dynamic. Both are heavily regulated financial centres with stringent expectations around AI governance. Both rank in the top five. Their institutional environments, characterised by finance-grade expectations around accountability and risk discipline, have not suppressed AI adoption. According to the report, they have supported it.

Governance Readiness as a Ranking Variable

The index scores countries on governance readiness as one of its core pillars, and the correlation between strong governance scores and strong overall performance is one of the report's more instructive findings. This does not mean that more regulation automatically produces better outcomes. It means that coherent, well-communicated, consistently enforced regulatory frameworks create the conditions under which financial institutions can commit to AI deployment at scale.

The report identifies monitoring, auditability, and operational resilience as baseline expectations in the top-ranked markets, not differentiators but prerequisites. Markets where those expectations are vague or inconsistently applied tend to cluster in the middle and lower tiers of the index, not because they lack AI capability but because their institutions cannot build confidently toward a moving or undefined standard.

The Policy Implication

For regulators watching the index, the implication is pointed. The competitive disadvantage does not come from regulating AI in finance. It comes from regulating it badly, meaning ambiguously, inconsistently, or in ways that create compliance uncertainty without producing the accountability outcomes the regulation was designed to achieve.

The countries climbing fastest in the index are those that have treated AI supervision as critical infrastructure, integrated coordination between market regulators, data protection authorities, and national AI offices, and published frameworks specific enough to give institutions a buildable target. That combination does not eliminate regulatory burden. It makes the burden predictable, which is a different thing entirely.

As Dmitry Kaminskiy, General Partner of Deep Knowledge Group, put it in the report's release: the jurisdictions that lead in the index translate AI capability into trustworthy financial systems, grounded in governance, resilience, and market integrity as foundations of national strategy. Trustworthy, in that formulation, is not a constraint on competitive AI. It is the definition of it.
